The West Kowloon Cultural District (WKCD) is an important cultural infrastructure investment of Hong Kong. Situated at a 40-hectare prime waterfront site at the southern tip of the West Kowloon Reclamation Area and overlooking the magnificent Victoria Harbour, WKCD is being developed into a world-class integrated arts and cultural destination. The Government is collaborating closely with West Kowloon Cultural District Authority (WKCDA) to bring the WKCD project to fruition. The main role of the South Development and Sustainable Lantau Office of Civil Engineering and Development Department (CEDD) is to oversee the overall planning and implementation of the Public Infrastructure Works and the Integrated Basement of WKCD, which are essential in supporting the development of WKCD.
To tie in with the phased development of WKCD, the Government is in the process of implementing the Public Infrastructure Works (PIW) through different construction packages through entrustment to WKCDA. Apart from the drainage, sewerage and water supply systems which are essential for the new development, WKCDA has completed various new infrastructure works and improvement works on existing transport facilities.
WKCDA selected the "City Park" conceptual plan designed by Foster + Partners for developing the Development Plan for WKCD. Following the "City Park" conceptual plan, the Integrated Basement is an integral component of the Development Plan. Vehicular traffic, parking and loading/unloading facilities, plant rooms and utilities are all put underground thereby creating a pedestrian-friendly environment at ground level for public enjoyment and direct connections amongst various facilities.
The Integrated Basement, covering an area of about 254,000 sqm, mainly comprises two to three levels. Inside the Integrated Basement are public infrastructure works including an underground road of approximately 1.4km long, as well as other supporting facilities for WKCD development.
